A 26-year-old Ventura man is one step closer to trial in a case involving the DUI death of an on-duty Ventura County Sheriff. Kevin Hogrefe is accused of striking Camarillo resident and Ventura County Sheriff’s deputy Yevhen “Eugene” Kostiuchenko, 41, as he was returning to his patrol car following an unrelated traffic stop in December 2014.

Attorney argues that faulty training is responsible for DUI death


Hogrefe was indicted on charges of second-degree murder and felony fleeing the scene of an accident involving death. Hogrefe was arrested following a crash shortly after the accident. After his arrest, his blood alcohol level was measured at 0.23 percent, nearly four times greater than the legal limit.

His attorney had filed a discovery motion seeking access to training materials for the Ventura County Sheriff’s Department. The motion was denied. Hogrefe’s attorney contends that the deputy was in a traffic lane with no reflective equipment, and Hogrefe was not responsible for the deputy’s death. Hogrefe is also seeking a change of venue.
