The Simi Valley City Council banned personal-use marijuana cultivation within the city limits. About two-dozen residents sought to address the council, hoping to persuade them to defeat the marijuana cultivation ordinance, but the City Council did not allow commentary at the meeting because the ordinance was receiving its second reading.
