Simi Valley Police have arrested three people in connection with a heroin home-delivery ring operating in Ventura County. According to police, two Fullerton men and a Simi Valley resident were arrested and charged with drug possession and criminal conspiracy.

According to police, the men would take phone orders for drugs, and would send delivery personnel to an agreed-upon meeting place. Police conducted a three-month investigation of the delivery operations following the heroin-overdose deaths of two Ventura County residents.

Police developed information about the delivery service from friends of the men who died after using the delivered drugs. Police made heroin-delivery purchases in Thousand Oaks, Simi Valley and Moorpark. Ventura County law enforcement officials busted a similar drug delivery operation in 2014.

Police have aggressively pursued heroin dealers following a string of overdose-related deaths in and around Ventura County. In one case, a 16-year-old boy died from a fatal overdose of heroin. Police arrested a 19-year-old, whom they say provided the boy with the drug.

Moorpark Unified School District administrators are examining the possibility that food service workers in the district are responsible for embezzlement and theft from the program. Pending the outcome of the investigation, several employees have been placed on paid administrative leave from the district.

The investigation centers around Moorpark High School, but could involve other buildings. Last week, school district officials contacted the Ventura County Sheriff’s office to report the suspected embezzlement. The embezzlement came to light following the release of a recent audit. Prior to the audit, school district had predicted a $4M budget surplus, but instead uncovered a $3M deficit.

Drug possession arrest for Moorpark man
A Moorpark man was arrested and charged with drug possession after police were called to a home to investigate a person under the influence of a controlled substance. While at the home, police found more than 250 Xanax pills, more than half of a gram of methamphetamine and heroin. In addition, Derek Conte, 27, was carrying a large sum of cash, all in $20 bills. The cash was later determined to be counterfeit.

Conte was also believed to be under the influence of a controlled substance at the time of his arrest.

The timeframe of Conte’s arrest coincided with reports from businesses receiving counterfeit $20 bills in Thousand Oaks and Moorpark. Police later served a search warrant on Conte’s residence and discovered a large cache of counterfeit $20 bills with a combined value of $2,200. Police are attempting to determine whether the counterfeit money reported by the businesses can be connected directly to Conte.

Conte was arrested on September 8 and lodged at the Ventura County Jail. He posted bail on September 9 and was released.

A Moorpark man was arrested and charged with domestic violence, kidnapping and making criminal threats against his girlfriend. Ventura County Sheriff’s deputies arrested Brian Tarter, 36, at his mother’s home, after his girlfriend told police that Tarter had kidnapped and assaulted her. He was booked into the East County Jail and bail was set at $250,000.

Child porn, sex crimes arrest in Moorpark
A Moorpark man was arrested for sex crimes including possession of child pornography, burglary and using a concealed camera to record another person. Sergio Salgado, 53, is accused of planting a secret video camera in a neighbor’s bathroom during a social gathering.

According to police, the camera captured guests in various stages of undress. Salgado, a neighbor of the victims, was invited to a child’s birthday party at the victims’ home. While there, he set up the recording device. Police say that the camera captured 14 people, including young children, teens and adults, and was rolling when Salgado planted the camera.

The homeowner’s daughter found the camera at the end of the party, and told her mother, who notified the police. The homeowner said that she and her family have known Salgado for more than 20 years.

A former Moorpark Little League board member was found guilty of misdemeanor petty theft last month. William Zulager had been charged with grand theft by embezzlement. According to the terms of his sentence, he will serve 30 days in a county work-release program, 36 months of probation and will make restitution to the organization. The court has not yet determined the amount of the restitution order.

Zulager was accused of making personal purchases using a debit card issued by the organization. The purchases consisted primarily of gasoline. Zulager was initially charged with a misdemeanor, but the charges were later amended to a felony. The prosecutor reconsidered and reduced the charge to a misdemeanor because Zulager’s personal purchases did not meet the $950 grand theft threshold set by state law.

As part of the sentencing, Zulager is also prohibited from serving on the board of any non-profit while he is on probation.

Earlier this month, Ventura Police arrested four men accused of drug crimes involving the theft of medical marijuana. Police arrested Nicholas Jones, 19,of Moorpark and Deondre Vines, 18, Treyvon Williams, 19, Malikk Williams, 18, all of Oxnard in connection with a strong-arm robbery of a medical marijuana delivery person.

Police believe that the men lured the delivery person to Ventura by posing as a medical marijuana patient, then robbed him. Police later spotted the suspects’ car and arrested the four men. The stolen marijuana and personal property belonging to the victim were found inside the suspects’ vehicle. According to police, a similar crime occurred in May.

A San Francisco man was arrested after he attempted to rape a Moorpark teen that he met on the Internet. The victim, a 16-year-old Moorpark resident, agreed to meet the man at a local park. The two had chatted via the Internet, but had never met face-to-face.

Suspect attempted to rape victim in vehicle


After the two met, the suspect, identified as Reggie Glass, forced the victim into the back seat of her car and told her that he was going to sexually assault her. The pair was spotted by a witness, who saw the girl struggling in the vehicle with the man. The witness notified Moorpark police, who responded to the scene. The suspect briefly fled the area on foot, but was located by Ventura County Sheriff’s deputies, and was arrested. He was charged with kidnapping with intent to rape, attempted rape, false imprisonment and resisting arrest.
